Chapter One: Introduction
1.1 Background of the Study
Education is a critical pillar of national development, and intergovernmental collaboration is essential for effective education delivery in Nigeria. Kano South Local Government Area (LGA) in Kano State has witnessed significant interventions by both the federal and state governments in the education sector, with various programs aimed at improving infrastructure, teacher quality, and student enrollment. The role of intergovernmental collaboration in ensuring the success of these programs cannot be overstated, as it enables the pooling of resources, expertise, and policies across different levels of government. However, challenges such as poor coordination, overlapping responsibilities, and insufficient funding have hampered the full potential of intergovernmental collaboration in education (Bello & Yusuf, 2024). This study aims to investigate the nature and effectiveness of intergovernmental collaboration in the education development of Kano South LGA, examining the policies, programs, and partnerships between local, state, and federal governments.
1.2 Statement of the Problem
Despite the presence of various educational programs and policies in Kano South LGA, issues such as poor infrastructure, teacher shortages, and low enrollment rates persist. These challenges can often be traced back to inefficiencies in intergovernmental collaboration, which affects the seamless implementation of education development programs. This study will explore the nature of these collaborations, their effectiveness, and the barriers that prevent them from achieving optimal results.

To investigate the nature of intergovernmental collaboration in education development in Kano South LGA.
To assess the effectiveness of intergovernmental collaboration in addressing challenges in the education sector in Kano South LGA.

1.6 Significance of the Study

1.7 Scope and Limitations of the Study
This study will focus on the collaboration between local, state, and federal governments in the education sector in Kano South LGA. The scope will cover educational infrastructure, teacher development, and student enrollment initiatives. Limitations include potential difficulties in accessing relevant data from government agencies and limited participation from some stakeholders.
1.8 Operational Definition of Terms

Education Development: The process of improving the quality and accessibility of education through infrastructural development, curriculum enhancement, teacher training, and other educational reforms.
